Process

We are building the $192.9-million facility using a design-bid-build process, giving us maximum control over design and construction, along with opportunities for public engagement. The City will contribute $104.2 million towards the facility, along with $18.1 million for a 200-space parking garage. The Government of Canada will provide $73.3 million over six years the facility, with $4 million per year after 2019

The facility will be developed in phases:

  • Pre-design and schematic design
  • Design development and drawings
  • Preparation of construction documents
  • Tendering for general contracting (construction) services
  • Construction
  • Operational readiness

In 2017, the City of Ottawa issued a request for qualifications to find an architectural team to design the facility. From 33 submissions, the City shortlisted five teams to participate in a request for proposals. In 2018, an evaluation committee recommended the team of Diamond Schmitt Architects and KWC Architects. An external Fairness Commissioner oversaw the process.

The design team will engage with the public closely during the pre-design and development phases, scheduled to begin in early 2019.

The facility is expected to open to the public in late 2024.
